Event Details
The Kellogg Creek Restoration and Community Enhancement Project will reestablish fish passage into the Kellogg-Mt. Scott watershed through removal of Kellogg dam, restore lower Kellogg Creek habitat and its floodplain through Milwaukie, improve long-term community resiliency and access to nature, and modernize vulnerable multi-modal transportation infrastructure. The project is a multi-disciplinary effort, with project leadership coming from the North Clackamas Watersheds Council, ODOT, the City of Milwaukie, and American Rivers. During the presentation, two of the project managers will discuss the successes and challenges with this complex urban restoration project, and share some of the tools they have used to make the project successful. The project is currently in the design and permitting phase, with construction anticipated to begin in 2027-28.

Amy van Riessen (North Clackamas Watershed Council) and Jonathan Horowitz (ODOT)
Amy van Riessen is the Watershed Restoration Manager for the North Clackamas Watersheds Council. Her work includes managing their large instream restoration projects in Kellogg, River Forest, Boardman, and Rinearson Creeks and the lower Willamette River. She also manages their monitoring program, which includes studies that help the Council prioritize restoration efforts and track changes in how our watersheds function over time. She has been working as a restoration biologist since 1999, and has a Bachelor in Science in Zoology from the University of British Columbia and an Associate's Degree and Fish and Wildlife Management from the B.C. Institute of Technology. Her habitat restoration background includes both urban and rural settings, with previous experience leading restoration initiatives for both the Umatilla Tribe, the City of Sacramento, the Sacramento Area Flood Control Agency, and Canada’s Department of Fisheries & Oceans. She is passionate about bringing together diverse project partners, from private landowners to government entities to non-profits, to get projects on the ground that meet everyone's diverse goals. Outside of work, she loves camping and hiking with her family, and everything to do with photography.
Jonathan Horowitz, PE, is a Project Manager for the Oregon Department of Transportation. He has been with the State since January 2019 and is currently managing a number of transportation projects of varying scope and size. Prior to joining the State, he worked in private environmental consulting for approximately 10 years. Jonathan has a Bachelor’s of Science in Civil Engineering from Portland State University and is a licensed Professional Engineer in Oregon. Jonathan loves working for the State, delivering projects to improve the State’s transportation system.
