Multiple years of research, analysis, and discussion have gone into the development of an alternative governance structure that will reduce the risk of flooding and meet federal standards. In July 2024, four adjacent levee districts were formally dissolved and reconstituted as the Urban Flood Safety & Water Quality District (UFSWQD). The new district board has the authority to establish assessments and utility fees for operation costs and can issue revenue bonds and general obligation bonds (with voter approval) for capital improvements. The District’s interim board successfully secured voter approval for a $150M general obligation bond in May 2024. These bond funds are allocated to updating aging infrastructure, advancing floodplain restoration and resilience projects, and integrating climate resilience, environmental enhancements, equity, and cultural history into the project portfolio. This presentation will highlight the transition of the former districts into the UFSWQD, outline the mission and purposes of the new district, provide an overview of its current large capital projects, and introduce the District’s recently launched Watershed Improvement Plan.
